The LCC submitted a response to the National Science Foundation’s RFI on the 2025 National AI R&D Strategic Plan, urging federal investment in liquid cooling research to meet the growing infrastructure demands of AI. With data centers projected to consume up to 12.8% of U.S. electricity by 2028, LCC emphasizes that liquid cooling is essential to efficiently manage the high thermal loads of advanced AI systems.

The coalition recommends establishing a dedicated DOE-led R&D program focused on advanced cooling technologies, heat reuse, and fluid safety, ensuring that U.S. data centers remain energy-efficient, sustainable, and capable of supporting next-generation AI workloads.

The LCC’s comments are focused on ensuring that any new data centers built on DOE lands pursuant to this RFI are designed to fully support the infrastructure needs of AI computing. To this end, we emphasize the importance of equipping these data centers with the advanced cooling capabilities necessary to unlock the full potential of AI applications. This will enable DOE to support the rapidly growing demands of AI while ensuring sustainability and efficiency in its data center operations.
